New Delhi में political माहौल एक बार फिर गरमा गया है। देश के 200 से ज्यादा Retired Judges, Bureaucrats, former Army Officers और Diplomats के एक group ने Congress और Lok Sabha में Leader of Opposition, राहुल गांधी पर निशाना साधा है। इस group ने एक Open Letter लिखकर Congress की 'Vote Chori' campaign और Election Commission of India (ECI) पर लगाए गए गंभीर आरोपों की कड़ी निंदा की है। इन पुराने Veteran Officers ने राहुल गांधी के accusations को 'Impotent Rage' यानी 'बेबस गुस्सा' करार दिया है, जो उनके मुताबिक Institutional Crisis नहीं, बल्कि Political Frustration का नतीजा है।

इस चिट्ठी पर sign करने वाले 272 लोगों में 16 Retired Judges, 123 former Bureaucrats, 133 Retired Army Officers और 14 former Ambassadors शामिल हैं। इनका कहना है कि राहुल गांधी द्वारा Election Commission पर लगाए गए आरोप, जिन्हें वो 'atom bomb' remarks कहते हैं, वो पूरी तरह से 'unbelievably uncouth rhetoric' हैं। Letter में कहा गया है कि Democracy पर हमला किसी बाहरी ताकत से नहीं, बल्कि देश के अंदर ही कुछ leaders द्वारा फैलाई जा रही 'venomous rhetoric' से हो रहा है। ये लोग Foundational Institutions को target कर रहे हैं बजाय इसके कि वो public को कोई genuine policy alternatives offer करें।

Letter में आगे लिखा गया है कि पहले Indian Armed Forces की valour और accomplishments पर सवाल उठाए गए, फिर Judiciary की fairness पर शक किया गया, और अब Election Commission of India की integrity और reputation पर systematic attacks किए जा रहे हैं। Congress का आरोप है कि Election Commission ruling party BJP के साथ मिलकर 'vote fraud' कर रहा है। हालांकि, BJP और poll body दोनों ने इन आरोपों को पूरी तरह से खारिज कर दिया है। Signatories ने point out किया कि राहुल गांधी बार-बार दावा करते हैं कि उनके पास proof है कि ECI vote theft में involved है, लेकिन आज तक उन्होंने कोई formal complaint या sworn affidavit file नहीं किया है। यह दिखाता है कि वो अपनी accountability से बचना चाहते हैं और बस public servants को डराना चाहते हैं।

इस letter का सबसे strong point 'Selective Outrage' पर focus करता है। Former Officials ने कहा कि जब Opposition Parties कुछ states में जीतकर सरकार बनाती हैं, तब Election Commission की criticism गायब हो जाती है। लेकिन जब नतीजे उनके खिलाफ आते हैं, तो Commission को villain बना दिया जाता है। इस behaviour को उन्होंने 'opportunism' कहा है, conviction नहीं। Letter के मुताबिक, यह एक convenient deflection strategy है ताकि यह दिखाया जा सके कि हार उनकी strategy की कमी नहीं, बल्कि कोई conspiracy थी। उन्होंने former CECs TN Seshan और N Gopalaswami का example देते हुए कहा कि ECI हमेशा से एक constitutional sentinel रहा है जो बिना डरे rules enforce करता है।

अंत में, letter में illegal immigration के मुद्दे पर भी बात की गई है। कहा गया है कि अगर दुनिया के बाकी देश अपनी Electoral Integrity को लेकर इतने सतर्क हैं, तो India को भी proactive होना पड़ेगा। Electoral Rolls की sanctity कोई partisan issue नहीं है, यह एक national imperative है। Group ने Civil Society और आम नागरिकों से appeal की है कि वो Election Commission के साथ खड़े हों। उन्होंने Political Actors से मांग की है कि वो baseless allegations लगाना बंद करें और meaningful reform ideas के साथ सामने आएं। जनता को 'theatrical denunciations' नहीं, बल्कि serious policy alternatives की जरूरत है।
